Role Overview
The Qualified Supervising Professional (QSP) provides clinical supervision, oversight, and guidance for EIDBI services. The QSP ensures compliance with treatment standards, manages the development and implementation of individual treatment plans (ITP), and supervises EIDBI staff to ensure high-quality care for individuals with autism spectrum disorder (ASD) or related conditions. The QSP plays an integral role in shaping treatment approaches and ensuring that services are delivered effectively and in line with the person and family’s goals.
Qualifications
To qualify as a Qualified Supervising Professional (QSP), a person must meet the following requirements:

Be employed by an EIDBI provider agency.

Be a physician, advanced practice registered nurse (APRN), developmental or behavioral pediatrician, or licensed mental health professional as defined in Minn. Stat. §245I.04, subd. 2.

Have at least 2,000 hours of clinical experience or completed graduate-level coursework in relevant areas (ASD diagnostics, treatment strategies, child development).

Be able to provide treatment within their scope of practice and license.
Experience or Training
Experience or training should include working with people who have Autism Spectrum Disorder (ASD) or a related condition. This experience and training must be in person and can take place in schools, clinical treatment settings, or through coursework. A Qualified Supervising Professional (QSP) must also provide documentation of graduate-level coursework in areas such as diagnosing ASD or related conditions, treatment strategies for ASD or related conditions, and child development. To prove this, the provider must submit a transcript with enrollment forms to the Department of Human Services (DHS). One credit of coursework is equivalent to 45 hours of training, and the coursework must be completed at a graduate level through an accredited university or college.
Roles and Responsibilities

Ensure treatment plans align with individual and family goals.

Develop, monitor, approve, and sign ITPs.

Supervise and review all aspects of EIDBI services, ensuring compliance and quality.

Manage the clinical supervision of all supervises and ensure full professional responsibility for services provided.

Manage caseloads to meet individuals’ needs and oversee treatment teams.

Ensure the agency maintains service continuity in case of QSP absence.
